My view:
Political protégées may lobby and accept designations in the context that they need not be the best strategist, planner, or implementor but can always delegate, the nitty-gritty but pass on the blame to subordinates for any failure.
Many leaders no longer believe that they should have the best skills and capability to carry out the agency's mission and vision and introduce innovations.
This is the very reason why inept leaders fortify themselves with equally or far more stupid people, with hostile biases against intelligent ones because of envy and insecurity, that activities under the guise of innovations are nothing than "pa bebe" and serve no purpose but lauded by the "palakpak" boys and girls.
We can judge the quality of leaders by the kind of people closely surrounding him/ her. That way, in the bureaucratic blind world the one-eyed is king, as the saying goes.
